Maternity Ward at Mulago Hospital in Kampala. Head of OB/GYN is Josaphat Byamugisha. Josaphat was taught by Jotham Musinguzi who became head of Population and Development Dept. for the government. Jotham recently retired because he did not agree with the current president Yoweri Kaguta Museveni. Museveni has a military background and just wants to get BOOTS ON THE GROUND. Jotham said he wants to bump Uganda's population up to 60M before he even starts to worry about infrastructure for all those people. Uganda is about 30M now. About half of Uganda's population is under 15 and life expectancy is about 50. Population has doubled from 1990 to now.

In an in-depth investigation, CMP Publications has uncovered the stark consequences of Uganda’s current budgetary decisions, particularly the allocation of UGX 20 billion towards regional parliamentary sittings. This expenditure has drawn widespread criticism, especially in light of the pressing needs of Mulago National Referral Hospital, the country’s foremost public healthcare institution.

Background
Mulago Hospital, a critical facility for millions of Ugandans, has been grappling with severe underfunding, leading to significant operational challenges. One of the most urgent issues is the underutilization of the hospital’s Intensive Care Units (ICUs), which currently operate at less than half capacity due to budget shortfalls. In March 2024, the hospital’s Acting Executive Director, Dr. Rosemary Byanyima, presented a request to the Parliament’s Health Committee, outlining the need for an additional UGX 10 billion to fully operationalize the ICUs. This funding would cover essential consumables and address staffing shortages, ensuring that all ICU beds are functional(

The UGX 20 Billion Allocation
In contrast, the government has allocated UGX 20 billion for regional parliamentary sittings, a move that has sparked outrage among opposition leaders and civil society. Each sitting is projected to cost approximately UGX 5 billion, with locations planned in various districts across Uganda. Leader of the Opposition Joel Senyonyi has labeled this expenditure as “total wastage,” arguing that these funds could be more effectively used to address critical needs in sectors like healthcare

Potential Impact of Reallocated Funds

Our investigation reveals that if this UGX 20 billion were redirected to Mulago Hospital, the benefits could be substantial:

Full Operationalization of ICUs:
The hospital could immediately activate all ICU beds, significantly improving its capacity to handle critical cases, including emergencies and severe illnesses.

Maintenance and Upgrades: The hospital could also invest in the maintenance and upgrading of essential medical equipment, reducing the risk of equipment failure and ensuring continuous service delivery.

Addressing Staffing Gaps: Additional funds could enable the hospital to recruit and retain more medical staff, particularly nurses, to ensure that all units are adequately staffed, thus improving patient care and reducing burnout among existing staff.

Broader Implications

The decision to prioritize regional parliamentary sittings over critical healthcare needs raises serious questions about the government’s budgetary priorities. The public perception of wasteful spending, especially in a country where healthcare facilities are struggling, could lead to increased dissatisfaction and erode trust in government institutions.

Moreover, this situation highlights a broader issue of resource allocation in Uganda. With proper oversight and a focus on critical sectors, the government could significantly improve public services, particularly healthcare, which remains a top concern for many Ugandans.

Conclusion
This investigation by CMP Publications underscores the urgent need for a reassessment of Uganda’s budgetary priorities. Redirecting the UGX 20 billion from regional parliamentary sittings to Mulago Hospital could have a transformative impact on the country’s healthcare system, potentially saving lives and improving the quality of care for millions. As Uganda continues to face economic and social challenges, such decisions are not just about financial management—they are about the health and well-being of the nation.
