The recent decision by Uganda’s Parliament to hold its session in Gulu, specifically at Pece Primary School, has raised a number of questions and concerns regarding the effectiveness and intent behind this move. Speaker Anita Among’s remarks during the session have sparked debate about the true impact of such gestures on the communities they are meant to serve.

During the session, Speaker Anita Among expressed her gratitude for the Parliament’s efforts to contribute to the improvement of sanitary facilities at Pece Primary School. “Our community engagement led us to Pece Primary School, where the Parliament made a humble contribution to improve the sanitary facilities, in order to enhance the learning environment for our children in the short term,” Among stated. She also praised the medical team from Parliament for reaching out to the Pece community and urged MPs to address the critical issues that require the intervention of the House.

However, these statements have been met with skepticism by many observers who question whether such symbolic actions are truly addressing the underlying problems faced by communities like Pece.

Is This Just a PR Stunt?

One of the key concerns is whether the Parliament’s move to Gulu is merely a public relations exercise aimed at creating the appearance of action, rather than implementing substantive changes. The provision of improved sanitary facilities is undoubtedly beneficial, but is this one-off contribution sufficient to tackle the broader, systemic issues plaguing the education sector in Uganda?

Moreover, the presence of a medical team from Parliament, while commendable, raises questions about the sustainability of such initiatives. Is this a permanent solution, or simply a temporary measure designed to garner goodwill? Will the Pece community continue to receive medical support once the Parliament has moved on, or will they be left to fend for themselves again?

Are MPs Truly Engaged with Local Issues?

Speaker Among urged MPs to take note of the critical issues that require the intervention of the House. But this call to action begs the question: are the MPs genuinely engaged with the local issues, or are they merely participating in a one-time event that will have little lasting impact?

The decision to hold Parliament in Gulu should ideally lead to a deeper understanding of the challenges faced by the communities in the region. However, without a clear commitment to follow through on the issues identified during these sessions, there is a risk that this initiative will be seen as nothing more than a token gesture.

What Are the Real Outcomes?

Another point of contention is the lack of transparency regarding the real outcomes of such parliamentary sessions. While the improved sanitary facilities at Pece Primary School are a positive development, what measures are being taken to ensure that similar improvements are made across other schools in the region and beyond? What long-term strategies are being put in place to address the root causes of the challenges faced by these communities?

The people of Gulu and Uganda at large deserve more than just temporary fixes and symbolic gestures. They need concrete, sustainable solutions that will lead to real change in their lives.

A Call for Accountability

As the Parliament continues its session in Gulu, there is a growing call for greater accountability and transparency in its actions. The decision to engage with communities should be more than just a photo opportunity; it should be the beginning of a sustained effort to address the critical issues facing the nation.

Speaker Among’s speeches, while well-intentioned, must be backed by tangible results that go beyond the immediate aftermath of the parliamentary session. The true measure of success will be seen in the long-term improvements to the lives of the people in Gulu and other regions across Uganda.

The questions remain: Will this parliamentary session in Gulu lead to lasting change, or will it be yet another instance of political theatre? And will the critical issues raised during this session receive the attention and action they deserve? Only time will tell.
